Skill leaflets are the backbone of progression in Crime Simulator. Unlike tools that you buy with cash, skill leaflets must be found during heists and then activated with skill points earned from ranking up. Choosing the right leaflet priority can save you dozens of hours. The tool upgrades guide covers which tools pair best with each leaflet set.

How Skill Leaflets Work

Each skill leaflet unlocks a permanent ability or upgrade. To activate a leaflet, you need:

  • The leaflet item (found during heists)
  • One skill point (earned by ranking up)

You can find duplicate leaflets. Once you have learned a skill, duplicate leaflets sell for approximately $300-$500 at the fence -- a decent income source, especially in the early game. The fast money guide shows how leaflets fit into your early cash loop.

Never sell a leaflet you have not read yet. Even if it seems low priority, reading it first costs nothing. If you sell it before reading, you might never find that leaflet again for 20+ runs. I made this mistake with Tool Maintenance and regretted it for hours.

I have found that Tool Maintenance, Advanced Lockpicking, and Stealth Movement form the "core three" leaflets that every player should prioritize. Together they reduce tool breakage, enable better tools, and make you harder to detect. The remaining leaflets are nice-to-have but not essential for beating Standard mode.

Best Priority Order

Based on my playthroughs across Standard and Hardcore modes, here is the optimal order:

Tier 1: Must-Have (Get These First)

  1. Tool Maintenance -- Reduces tool break rate. This saves you money on repairs and prevents mid-heist tool failures. Without it, you will break a lockpick every 2-3 houses. With it, every 5-7 houses.
  2. Advanced Lockpicking -- Unlocks professional lockpick sets. Better lockpicks mean quieter entry, fewer breaks, and faster mini-games.
  3. Stealth Movement -- Reduces detection radius. This is the difference between getting caught and walking past a patrol.

Tier 2: Strong Boost (Get After Core)

  1. Carry Capacity -- More loot per run. Simple and effective. One extra slot translates to roughly $150-$300 extra per run.
  2. Hacking -- Opens electronic-locked rooms. These rooms have higher-value loot. Without this leaflet, you skip the best houses.
  3. Stealth Ops -- Quieter tool usage. Good for high-security houses where noise carries further.

Tier 3: Situational (Get When You Can)

  1. Jewelry Appraisal -- Only useful if you frequently hit high-security houses with jewelry. Nice convenience but not game-changing.
  2. Tool Crafting -- Requires the workshop bench upgrade. Crafting is cheaper than buying but the bench costs 8 gold bars.
  3. Speed Boost -- Useful for police chase achievements but rarely needed in normal play.
  4. Extra Pocket -- Another inventory slot. Stack with Carry Capacity for maximum looting efficiency.

Where to Find Skill Leaflets

Leaflets spawn in specific container types and locations. Here is what I have found most consistent:

Common spawn locations:

  • Dressers and nightstands in every house (most common spawn)
  • Kitchen drawers and countertops
  • Bedroom closets
  • Bathroom cabinets (often overlooked)

Uncommon spawn locations:

  • Garage shelves and workbenches
  • Living room sideboards
  • Shelves near safes
  • Home office desks

Rare spawn locations:

  • Special loot boxes (marked with unique icon)
  • Locked rooms (require hacking tool to access)
  • Heist target locations
  • Basement containers in high-security houses
If you are specifically hunting for a rare leaflet like Jewelry Appraisal or Speed Boost, focus on high-security houses with special loot boxes. Standard suburban houses rarely spawn rare leaflets. I found Jewelry Appraisal in a display case inside a house with electronic locks -- the game seems to place it near the mechanic it affects.

Duplicate Leaflet Income

Once you have learned all the leaflets you need, duplicates become a solid income source. At $300-$500 per duplicate, three duplicates equal the profit from a medium house heist without the risk.

Skill Point Economy

You earn one skill point per rank up. There are approximately 25 ranks, meaning you get 25 skill points total. Since there are 10 skill leaflets, you have enough points for all of them with 15 to spare for any future additions.

However, ranking up takes time. By Rank 10, you will have 10 skill points -- just enough for the 10 current leaflets. Plan your first 5-6 points carefully because later ones take progressively longer to earn.
